Interested suppliers are invited to review the tender documents and register for the webinar, during which the tender process, key requirements and submission procedure will be explained. The webinar will also provide practical guidance on how to submit tenders and will include a Q&A session for participants.
Tender scope
SHIELD PCP is looking for integrated solutions that support security practitioners by improving communication, coordination and information sharing between stakeholders operating in public spaces. The project encourages modular and interoperable solution architectures, including solutions composed of complementary components that can be integrated into a broader operational platform.
Tenderers may propose solutions combining capabilities such as command centre coordination, secure communication, crowd monitoring and movement monitoring, while ensuring overall system coherence and relevance to operational needs.
PCP process and tender documents
Selected suppliers will work through a structured Pre-Commercial Procurement process divided into three phases, developing their solutions in response to real public security needs and in cooperation with public procurers and end-users. The process will cover design, prototyping, testing and field validation.
The tender documents provide detailed information on the PCP challenge, the requirements that proposed solutions should respond to, procurement phases, expected outcomes per phase, contracting approach, total budget and budget distribution, time schedule, evaluation methodology, submission, content and format requirements, Intellectual Property Rights, obligations of procurers and contractors, and contract conditions.
