If you’re an innovative company, start-up, SME, or research organisation developing technologies for public safety, SHIELD PCP offers the opportunity to collaborate with public authorities through an open Pre-Commercial Procurement (PCP) process.
Suppliers selected through the tender will work closely with practitioners to design, prototype, and test new solutions under real operational conditions.
If you represent a law enforcement agency, first responder, public authority, or other security organisation, you can join the User Observatory Group (UOG)—a European network of practitioners supporting SHIELD PCP.
The UOG ensures that the solutions developed in the project truly meet real operational needs. Members contribute their expertise to help define requirements, test prototypes, and evaluate the tools developed within the PCP process.
