The SHIELD PCP consortium has published the report summarising the outcomes of the Open Market Consultation, an important step ahead of the Call for Tender, to be published in May 2026.
The report confirms the relevance and feasibility of the SHIELD PCP challenge and shows that the market already offers a wide range of relevant technological building blocks. At the same time, it makes clear that no single existing solution currently covers the full scope of the challenge.
Instead, future solutions are likely to combine specialised components in modular, interoperable platforms capable of supporting multi-agency operations. The consultation also revealed strong market interest in participating in the upcoming procurement.
Insights gathered through the webinars, the hybrid event in Paris and the RFI questionnaire were taken into account by the consortium when finalising the PCP documentation and preparing the Call for Tender, helping to ensure that the procurement framework remains realistic, competitive and conducive to innovation.
With the tender approaching, companies interested in participating can already use the Matchmaking Form available on the SHIELD PCP website. It helps organisations find complementary partners, build consortia and prepare for the tender in advance.
